Strategic Survey for Israel
Strategic Survey for Israel 2022
The strategic assessment for Israel for 2021 is shaped by significant uncertainty in three principal areas: the level of success in coping with COVID-19; the modus operandi and policies of the new administration in the United States; and the political developments in Israel. The current assessment is based on a broader conception of national security, which places greater weight than in the past on the domestic arena and on threats to internal stability, social cohesion, values, and fabric of life. This of course does not detract...

Conclusion and Policy Recommendations for 2021
The State of Israel’s strategic balance in 2020 is the basis for the policy recommendations for the coming year. In implementing these recommendations, it is important to emphasize the State of Israel’s overarching objectives: to strengthen Israel as a Jewish, democratic, secure, prosperous, and just state that is at peace with its neighbors. These objectives define Israel’s purpose, both in the eyes of the Israeli public and in the eyes of the international community. The State of Israel’s strategic efforts and...

The 12th Annual International Conference: Summary and Insights
The INSS 12th annual international conference addressed the web of challenges and opportunities Israel faces at the start of 2019. As in previous years, we chose strategic issues from the different spheres – domestic, regional, and international – that make up Israel’s strategic reality, and examine these individually and in context of one another. Continuing a trend from our previous conferences, we approached Israel’s national security priorities critically from a variety of perspectives.

Report on Suicide Attacks in 2017: Fewer Attacks, More Women Bombers
Suicide attacks remain one of the most effective tools available to terrorist organizations to achieve their objectives. In 2017, 348 suicide attacks were carried out in 23 countries throughout the world by some 623 terrorists. This is the lowest number of suicide attacks since 2013. Approximately 4,310 people were killed and 6,700 people wounded in suicide attacks in 2017, and as in previous years, the Islamic State was the leading source of these attacks. Of those committing suicide attacks, 137 were women and girls – the highest...

Pakistan and Saudi Arabia: How Special are the “Special Relations”?
Over the course of January 2016, a series of meetings took place between the Saudi and Pakistani political and security leaderships. In these meetings, the Pakistanis stressed their commitment to preserve the security and sovereignty of Saudi Arabia. Saudi Arabia regards Pakistan, which shares a 909-kilometer border with Iran, as an important asset in restraining Iranian influence. Pakistan has the world’s largest Muslim army and is the only Muslim nuclear power, which Riyadh regards as a force multiplier and support in times of...

A Troubled Geostrategic Marriage: US-Pakistan Relations
This essay surveys Pakistan’s national interests and the rationale underlying its posture vis-à-vis the United States, especially regarding cooperation in the war on terrorism. It also examines the regional struggles in which Pakistan is involved, specifically, its bitter conflict with India and its relations with China. Despite the recent US criticism of Pakistani conduct and deteriorating bilateral relations, a comprehensive examination of the geostrategic regional situation and the interests of both the United States and...

The United States and Pakistan: Partnership in Crisis
The killing of Osama Bin Laden by American Navy SEALs forces in Abbottabad, Pakistan in early May represents a new peak in the ongoing tension between the United States and Pakistan regarding the issue of combating terror in general, and in the Federally Administered Tribal Areas within Pakistan’s sovereign territory in particular. Nevertheless, at this stage, the two sides are avoiding an irreparable divide based on their clear mutual interests: Pakistan needs the economic support of the United States and aims to prevent...

"Obama's Choice": The Afghan-Pakistan Dilemma
On December 1, President Obama unveiled the administration’s new approach towards the wars raging in the Afghan-Pakistan (AfPak) arenas. Entering into office with a message of peace and detente toward the Muslim world, Obama did not make his decision lightly. Yet in light of the alternative strategies proposed by his inner circle, it appears that the president has chosen a solid course regarding the AfPak campaigns.

Obama's Policy toward al-Qaeda, Afghanistan, and Pakistan: Implications for the Broader Middle East and Israel
President Barack Obama’s most difficult and challenging national security issue is to reverse the deteriorating situation in Afghanistan and Pakistan. The war in Afghanistan will likely define Obama’s foreign policy and consume large amounts of Presidential time and political energy. The stakes are enormous for Obama: the future of NATO, the risk of another 9/11, the danger of nuclear war in south Asia and the cost of sustaining and succeeding in an increasingly unpopular war.
