A Framework for a Palestinian National Security Doctrine (Hebrew)

The Palestinians are faced with the special challenge of fashioning a national security concept. This study, composed from a Palestinian viewpoint, proposes such a security concept. The authors contend that Palestinian security policy must be based on deterrence and prevention, which will be achieved first and foremost through a doctrine of non-offensive defense, and reflected in non-military defense, agreements, treaties, guarantees, international presence, and a limited military capability.
