INSS pays its respects to the passing of Dr. Shmuel Harlap
August 19, 2026
The Institute for National Security Studies mourns the loss of Dr. Shmuel Harlap and extends its heartfelt condolences to his family.
Ofer Shelah, Head of the Institute's “Israel’s National Security Policy” program, pays tribute:
Dr. Shmuel Harlap, who passed away at the age of 82, was a rare combination: a PhD in philosophy who became one of Israel’s most successful businesspeople; a man of immense knowledge and deeds who never ceased to learn and whose curiosity knew no bounds; and a generous donor who neither sought to see his name on a plaque nor limited his involvement to making a donation, but continued to push, encourage, and critique us, always with deep passion and great friendship.
In recent years, Shmuel focused his contributions, in every sense of the word, on the National Security Policy Program, which would not have been established without him. The discourse with him, both in discussions to which he was invited from time to time and in one-on-one exchanges, were always focused and practical: What is important address? How can we make an impact? On occasion, we were also privileged to receive articles he had written, which reflected his erudition, tremendous curiosity, and firmly grounded moral outlook. We will miss Shmuel greatly. There were few like him.
Executive Director of the Institute, Maj. Gen. (res.) Tamir Hayman added:
Dr. Shmuel Harlap, one of the Institute’s most generous donors and a true friend, passed away today. Shmuel was a philanthropist devoted to science and knowledge, a man of truth, a man of letters and a razor-sharp intellectual, as well as a highly successful businessman who cared deeply about the fate of the State of Israel. May his memory be a blessing.
