Amb. Dr. Eyal Propper has joined the Institute for National Security Studies (INSS) as a Senior Research Fellow and head of the China Program.
Dr. Propper comes to INSS after a long career in the Foreign Service, including three terms in China: as consul-general in Shanghai (2017-2020); as political attaché and deputy ambassador in Beijing (2002-2006); and press, academic, and cultural affairs officer in Beijing immediately after diplomatic relations were established (1992-1995).
At the Foreign Ministry, Dr. Propper served as Director of the Arms Control Department and Bureau Chief in the Strategic Affairs Division, and led several government delegations to United Nations conferences, including First Committee sessions at the UN headquarters in New York.
Dr. Propper's book Panda or Dragon? Chinese Foreign Policy Management during the Reforms, based on his doctorate at Haifa University written under Professor Yitzhak Shichor, was published by the Open University (January 2017). Before joining the Foreign Ministry, Dr. Propper served as an IDF intelligence officer in the Research Division, specializing in terrorism analysis.
