Of all the challenges facing Israel in the region, the northern arena is particularly complex, due to various factors that for the most part relate to the turbulence in the Middle East. Israel’s policy toward the Middle East turmoil based on “wait and see” stemmed from strategic insights that were appropriate until events began spilling over into Israeli territory and strategic threats arose in the Golan Heights. In light of the new reality and in order to be ready for the future challenges, Israel must formulate an updated strategy and operational concept that differ from the familiar patterns and provide an appropriate response to developments in the region from a multilateral and multidisciplinary perspective.
