Immediately after the terrorist strikes in New York and Washington, the United States declared a war against terror wherever it lurked, including in countries granting safe haven to terror organizations. The shockwaves that reverberated across the world following the September 11 attack led the UN Security Council to pass Resolutions 1368 (September 12, 2001) and 1373 (September 28, 2001) and harshly condemn “the horrifying terrorist acts [that are considered] a threat to international peace and security.” These resolutions provided the legal backing to international operations against terrorism.
