
INSS and IPF release joint policy paper: "Fracturing the Axis"

The Institute for National Security Studies (INSS) and Israel Policy Forum (IPF) have released a joint policy paper warning that, despite unprecedented setbacks and Israel's operational success during Operation Rising Lion, Iran’s axis of resistance remains a destabilizing force in the Middle East.
The paper analyzes the shifting strategic landscape and sets out policy recommendations to consolidate recent gains and block Iran from rebuilding its proxy network
Key recommendations include:
- Urging the United States and regional partners to bolster the governments in Syria, Lebanon and Iraq to block Iranian resurgence, promote their political stability and support sustainable economic growth.
- Strengthening American-Israeli coordination to disrupt weapons smuggling and financing networks of Hezbollah, the Houthis, and other Iran-backed militias.
- Advancing diplomacy on Palestinian statehood and wider regional normalization, thereby strengthening Israel’s legitimacy in the Arab world and countering Iran’s regional leverage.
- Avoiding annexation or other unilateral moves in the West Bank that would weaken Palestinian institutions, erode Israel’s legitimacy and provide Iran new opportunities to destabilize the region.
“This is a historic opportunity to turn tactical victories into strategic gains,” the report concludes.
