The Iranian Attacks: Why is Kuwait at the Center?

In recent weeks, Kuwait has become the ultimate test case for the Gulf states. Many are asking why it, specifically, is absorbing such a significant share of the Iranian attacks, which reached a peak with the strike on its water desalination facilities—a particularly sensitive target in a country that relies almost entirely on desalination for its drinking water supply.

The answer is not that Kuwait is Iran's greatest rival, but rather that, from Tehran's perspective, it is an ideal target for exerting pressure: it hosts a significant US military presence, it is geographically very close to Iran, its energy, electricity, and water infrastructure is concentrated in a small area, and it is not perceived as a country that would rush to retaliate militarily on its own.

The Iranian message is actually much broader than Kuwait itself: Tehran seeks to demonstrate to all the Gulf states that American protection does not guarantee immunity, and that any one of them could become a target if doing so serves Iran's interests. But there is another lesson here as well. As long as each Gulf state responds on its own—whether through appeasement, dialogue, or deterrence—Iran can continue to exert pressure differentially, choosing whichever "link" appears most vulnerable at any given time.

This is exactly why it is time for a different approach: no longer six separate strategies against Iran, but rather a single, unified Gulf strategy. Any attack on a member state of the Gulf Cooperation Council (GCC) should be regarded as an attack on them all. Only genuine security unity, alongside tighter integration of air defense, intelligence, and operational coordination, will change the Iranian calculus.

Kuwait is not merely another casualty of the war. It is a mirror held up to all the Gulf states. The question is whether they will learn the lesson from it—or continue to confront Iran, each state on its own.
