The size and composition of Israel’s defense budget provide a regular subject for public debate. The debate revives very year in the fall, when the time approaches to decide on the defense budget, and perforce includes the question of prioritizing among various defense and social welfare needs (or as Shaul Mofaz was wont to say, between œlife and the quality of life).
