The Homeland Security program deals with the diverse aspects of the Israeli home front and its preparedness for various anticipated hazards, including man-made - primarily war and large scale terrorism - as well as natural disasters. The program focuses on the following main issues: preparedness of the home front for crises, wars, and large scale terror activities; the organization and operational doctrine of the agencies responsible for disaster management; "all hazard approach" in Israel and abroad; social resilience as a primary factor in the preparedness of the civilian front; comparative studies on consequence management; and more. In 2009 INSS launched an annual conference series, in collaboration with the National Emergency Authority and the IDF Home Front Command, to assess the preparedness of the civilian front in Israel for war.
