ערב העיון, שהתקיים במכון למחקרי ביטחון לאומי, סקר את המצב הנוכחי ברצועה על היבטיו השונים – פנימי, תשתיתי, ביטחוני – וביקש להציע דרכי פעולה וצעדים אפשריים לבלימת ההידרדרות למשבר הומניטרי ולהסלמה ביטחונית, ובטווח הארוך לבסס באזור זה מפעל שיקום מקיף. בערב השתתפו בין היתר חברי כנסת, מומחים ממערכת הביטחון, התקשורת, הזירה הבינלאומית והאקדמיה.
