The IAEA and Israel

| Israel was one of the founding members of the International Atomic Energy Agency (IAEA), which was established in 1957. At that time there were high hopes for this organization, established as a follow-up to President Eisenhower's vision of Atoms for Peace. It was to be a technical organization, with the objectives to: "seek to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world. It shall ensure, so far as it is able, that assistance provided by it or at its request or under its supervision or control is not used in such a way as to further any military purpose." These objectives are still valid, inscribed in the Statute of the IAEA, but their interpretations have strayed widely. From a highly technical organization the IAEA has turned into a highly political technical organization. |

The Implications of Iran's Second Enrichment Plant

| On Friday, September 25, 2009 Iran informed the International Atomic Energy Agency (IAEA) that it had a second uranium enrichment plant under construction. Suspicions concerning a parallel, concealed enrichment program were in fact circulating for some time before the announcement. Iran reportedly disclosed the information to the IAEA because it discovered that Western intelligence agencies became aware of this parallel program and wanted to avoid further embarrassment.

| As part of the attempt to jumpstart Israeli-Palestinian discussions, the American administration has in recent months expended significant effort on persuading different Arab nations, headed by the Gulf states, to make certain gestures towards Israel. While in geopolitical terms the Arab-Israeli arena and the Persian Gulf arena are separate, the Persian Gulf states are nonetheless directly or indirectly involved in the Arab-Israeli conflict and are influenced by Israeli-Palestinian relations.

Israel and Russian Foreign Policy

| The international community has of late demonstrated active political engagement in everything concerning the Middle East. There is heightened anticipation of strategic developments, whether political or military. The backdrop is the conduct of the American administration and its attempt at dialogue with the Muslim world, including an attempt at direct talks with Iran, and renewed efforts to jumpstart the political process between Israel and its neighbors. At the same time, the constant deterioration of the Iranian nuclear issue and the ongoing, comprehensive confrontation with radical Islam continue. |

Prospective Iran-P5+1 Meeting: Is This Really Progress?

| Last week Iran submitted a "package of proposals for comprehensive and constructive negotiations" to representatives of the P5+1 states: US, Russia, Britain, France, China, and Germany. This Iranian proposal came in response to requests on the part of the P5+1 to conduct negotiations on the nuclear issue, yet it lacked a key ingredient: namely, any reference to Iran's nuclear program. It raised instead a wide spectrum of regional and global challenges, which according to one commentary from the Gulf actually strengthens suspicions not only that Iran strives to regional prominence but that it indeed has a hand in many of the region's problems. Nevertheless, the six powers, with the urging of the EU's Javier Solana, agreed to enter negotiations with Iran on this basis, and Solana quickly arranged a date: October 1. While officially the meeting is to be between Solana and Iran's Saeed Jalili, it is reported that there will be representatives present from each of the P5+1 states, with William Burns representing the US. |

Iraq’s Reintegration into the Arab World

| In light of the redeployment of the American forces and despite the current tensions with Syria, Iraq is taking measured steps in order to reintegrate into the Arab world. In this context, Egypt recently named an ambassador to Baghdad, while Qatar, Oman, and Saudi Arabia have signaled that they will post ambassadors to Baghdad when the security situation is stabilized. It is not inconceivable that this willingness on the part of Arab nations to expand diplomatic relations with Baghdad and thereby strengthen their interests there is an attempt to curb Iran’s growing influence in Iraq. For its part, Iraq is seeking to cooperate more closely with Arab nations in order to encourage them to forgo past debts, renew investments, and abstain from negative interference in its internal matters. |

Israeli Arabs and Hizbollah’s Covert War against Israel

| In August 2009, Rawi Sultani, a young Arab resident of Taibe, was arrested on suspicion of having spied for Hizbollah. According to the indictment, Sultani contacted a Hizbollah agent last year while at a summer camp for nationalist Arab youth in Morocco as a member of the delegation of the Balad party. Sultani told his Hizbollah contact that he works out at the same gym as IDF Chief of Staff Gabi Ashkenazi. The ensuing contact between Sultani and Hizbollah handlers, which lasted about a year, included a meeting in Poland and frequent communication in which Sultani was instructed to gather precise information about the security arrangements surrounding Askenazi during his routine visits to the Kfar Saba gym. In addition, Sultani was instructed to gather information about other senior personnel and potential targets for attack. |

Yemen's Increasing Importance in the Regional Struggle

| Far from the public eye and the media, the importance of Yemen as an arena of struggle between regional powers is growing. The primary threat to Yemen in recent years is linked to the ongoing fighting in the country’s northwestern region. Fighting erupted again in early August, adding another dimension of instability to a country already confronting a separatist struggle in the south and global jihad activity, and that has lately become a way station for smugglers of arms destined in part for Hamas. |

"The Whole Truth"? On Disclosure by the IAEA

| The (likely) penultimate report of outgoing IAEA director general ElBaradei on the nuclear situation in Iran was leaked to the press on Friday, August 28, 2009. The report contains information that Iran is pressing forward with its uranium enrichment activity, while steadily increasing its capacity to do so. With regard to evidence of "possible military dimensions" of its nuclear program, the report notes lack of progress in clarifying with Iran the outstanding questions regarding information on its development of the nuclear explosive mechanism and the accompanying warhead delivery systems. Contrary to expectations, the report contains no reference to what has recently been reported, that the IAEA is in possession of additional and more incriminating evidence against Iran that it has so far refused to make public. |

Supplying Iran with S-300 Systems

| The talks between Iran and Russia over the supply of the S-300 defense systems were public knowledge already in 1998, but despite various reports over the years about a contract and the actual supply of the systems, it seems that the contract was only signed in 2006 and was announced officially by both the Iran and Russia in the course of 2007. |
