Military and Strategic Affairs

Director

Gabriel Siboni

Changes in Israel's strategic environment and the threats it currently faces prompt a thorough review of the military component of Israel's security concept. This must include a review of the principles underlying force buildup and the use of force, which have a decisive influence on the ability of the IDF to provide an appropriate response to the range of threats facing the country.

The program will deal with the IDF's various components, including confronting conventional threats and  terrorism, and developing a defensive and offensive response to the threat of high trajectory fire against Israel's home front. The IDF must also confront the potential dangers embedded in the non-conventional threat, primarily from Iran.

A primary focus of the INSS program is the relationship between the political and military levels. As such, the INSS program aims to enhance the public discourse on political-military relations, with the ensuing ramifications for decision-making on force buildup and operation. The program will also study universal military theory, based on the idea that general research provides essential background for a full understanding of Israel's military needs and challenges.
