Submitted research should address significant aspects of intelligence work, including areas of intelligence research, gathering, and organization, or areas of intelligence methodology, the history of intelligence, intelligence failures and successes, relations between state leaders and the intelligence branch, development of personnel for intelligence purposes, using intelligence in a war and in combating terror, relations within intelligence communities, and cooperation between intelligence communities. The research may address the Israeli situation or the experience of others, as long as there is a relevant connection to the challenges facing Israel in the field of intelligence and national security.
Only non-classified, previously unpublished works or works that were published since early 2006 will be considered. The value of the prize is NIS 50,000. The prize committee may divide the award among up to four works if it deems fit, or choose not to award the prize in a particular year if it feels that no suitable works were submitted.
